Barry Tudor is the founder, Chairman and CEO of Pembroke Resources. A coal industry leader for two decades, he has held senior executive positions in several listed and international resource companies, including CEO and Managing Director of ASX listed Gloucester Coal, CEO of Exalt Resources Limited, Managing Director - Australian Operations and Senior Vice President - Strategy for SGX listed Noble Group. Through strategic development and value enhancement he has successfully built several steelmaking coal enterprises and has led operations through all stages of the commodities cycle. After leading the hostile takeover of Gloucester Coal, Barry was instrumental in driving a dramatic increase in company value. In 2014 Barry founded Pembroke Resources with a vision to create a significant new steelmaking coal enterprise. In 2016 he acquired high quality exploration concessions in the Bowen Basin of Queensland which he integrated to create the Olive Downs Complex, which will become one of the world’s largest suppliers of steelmaking coal. In 2018 Barry expanded Pembroke’s operations to include a high-quality steelmaking coal operation in Central Kalimantan Indonesia, developing the asset from greenfield to production in three years, using local expertise overarched with the same strategic focus and approach. Under Barry’s leadership the Olive Downs Complex has progressed rapidly through the rigorous approvals process and is now fully financed and in the final stages of construction. The success of the billion-dollar development has been in large part due to a dedicated focus to create a “model mine” utilising the latest approaches to mining while meeting and exceeding today’s demanding standards. Barry has been hands-on in creating a business that ensures conservation, environmental, social, and governance initiatives are the priority. Barry started his career at KPMG, followed by a variety of senior regional and international roles in finance, management and marketing. Barry holds a Bachelor of Economics degree from Macquarie University and a Master of Business Administration degree from MGSM. He is a Fellow Chartered Accountant and a Member of the Institute of Company Directors in Australia.

Mark Sheldon brings wide ranging experience in mine management, mine contracting, geology, mine planning, metallurgy and project management. He has served in a varied cross section of senior roles as metallurgist, geologist, mine planner and mine manager across many mining companies in both hard rock and coal. He was appointed General Manager of Gloucester Operations in 2008 to drive the assets to increased coking coal production. Most recently he was in a senior role with Leighton Mining managing several contract mining operations in Queensland. While at Gloucester Coal Mark initiated an intensive coal exploration program resulting in increases in JORC Reserves of >300% and JORC Resources of 170%. Other value adding initiatives included optimising mining processing and blending to maximise coking coal production; securing NSW and Federal approvals to deliver immediate value in expanded mining operations; property acquisitions to facilitate approvals and expansion; establishment of long term plans based on intelligent mine plans and accurate budgeting; the shaping of a professional, disciplined team and hands on control of targeted capital spend. In leading contract mining operations he combined strong leadership and operational skills to develop capable teams focused on safe efficient production and delivering on plan as high performance teams. He delivered value to clients through development of green-field mines, negotiated and established new contracts and renewals, effective dispute resolution and provided solutions to significantly reduce operational costs. Mark holds a Bachelor of Science degree from the University of Newcastle together with formal qualifications in Metallurgy and Project Management. He is a member of the Australian Institute of Geoscientists and the Mine Managers Association of Australia.

Yoko Kosugi joined Pembroke Resources as Chief Financial Officer in February 2024.   Yoko has extensive experience across corporate and financial services in Australia and Japan, with a unique career spanning global finance, ASX listed corporate and a top Japanese trading & investment house.  She has held senior leadership positions in both commercial and finance functions at APA Group, an ASX50 energy infrastructure business; The Royal Bank of Scotland in both Tokyo and Sydney; Citi in Sydney; and Mitsubishi Corporation in Tokyo.   Yoko is a strategic and collaborative leader, who can balance growth agendas with operational excellence.  Most recently at APA, she was in charge of a growing balance sheet, (total capitalisation in excess of $20 billion), whilst enhancing team performance, capability and efficiency.   Yoko holds a Bachelor of Economics degree from the University of Tokyo as well as completion certificates from the Australian Institute of Company Directors (GAICD) and the Board Director Training Institute of Japan.

Amit Tyagi was most recently Senior Vice President, Business Development in the Coal & Carbon Complex division of Noble Group (Noble), a major global commodity trader where he was responsible for origination of coal investments worldwide. His role included more than 5 years direct involvement in Indonesian operations, including identification and assessment of prospective greenfield operations, negotiation of appropriate contractual arrangements through to profitable production and sales. Highlights of Amit employment at Noble include the identification of M&A opportunities; leading valuation of all targets, resulting in successful acquisitions in Australia, South Africa and Indonesia; managing the technical, legal and financial due diligence of and negotiating with target coal companies and structured finance counterparts and managing external legal counsel to finalise transaction documentation. Prior to Noble, Amit worked in the Strategy and Business Development at BHP Billiton. During his time at BHPB Mr Tyagi worked on a number of high profile M&A transactions and provided executives with important information and analysis to aid in reaching major investment and divestment decisions.Amit began his career as a Project Engineer at RGC Ltd and later WMC Ltd. Amit is a Chartered Financial Analyst and holds degrees in Master of Science in Finance from Boston College, Master of Business Administration from Melbourne Business School, Graduate Diploma in Mineral Exploration Geoscience from Western Australia and a Bachelor of Electrical Engineering (with honours) from University of Western Australia.

Julia Horton joined Pembroke Resources as the General Manager People and Culture in June 2023. She has over twenty years of experience working across the resource industry with both global operating companies and contractor service providers. She brings a proven track record of converting business goals into people and culture initiatives that directly improve business performance and employee engagement. Commencing her career with North Limited (acquired by Rio Tinto), her early career years were predominately in site based human resource and industrial relations roles across Australia. As a result, she brings a deep understanding of mining operational environments and strong commercial acumen. Julia’s most recent role was the Head of Human Resources and Communication for Thiess’ Australian Operations. Prior to this, she held various senior corporate roles in human resources, working on major projects and across all aspects of the employee life cycle, with Worley Parsons, BHP Billiton and BUMA (Downer Mining) Australia. Julia has extensive experience across all aspects of strategic and tactical human resources including talent management, leadership development, culture and engagement, and resource planning. Her operational experience includes; organisational design and implementation, performance management approaches and systems, remuneration frameworks, talent acquisition and recruitment initiatives, leadership development programs and accountability for significant resource budgets. Career highlights include leading the development and execution of the human resource strategy at several greenfield operations and leading people and culture programs for the integration of acquired mining assets and divestments. Julia holds a Bachelor of Arts (Economics and Psychology) and a Graduate Diploma of Commerce (Industrial Relations), both from the University of Melbourne.

Greg Bacon brings a wealth of experience to Pembroke Resources, earned as a mining and minerals processing industry leader over three decades.  He has worked in senior operational roles in multiple commodities and within several top tier global companies including Rio Tinto, BHP and Alcoa.  In this time, Greg has earned a reputation as a leader capable of delivering exceptional business outcomes in the toughest of circumstances. His career highlights include step changing safety and operational performance in Underground Development at Kestrel Coal, delivering rapid ramp up to design capacity post a troubled expansion of the Yarwun Alumina refinery, and implementing integrated operations planning processes across multiple global operations to increase work execution efficiency to industry leading levels.

Greg also pursued opportunities outside of operations to broaden his experience and skillset, including leading business strategic planning and transformation processes at site and portfolio levels, leading the business audit function for a global mining company and working as an independent consultant to support operational improvement through design and implementation of business operating models for clients in multiple countries including BHP, Vale and Glencore.  Greg was attracted to Pembroke Resources with a shared passion to develop the Olive Downs Complex as the best Steelmaking Coal business in the industry and to set the standard for others, not just in operations but for environmental, social and conservation practices.  Greg holds an Honours Degree in Mechanical Engineering from the University of Queensland.

Amber is an experienced General Counsel passionate about energy and resources, particularly coal mining projects. She deeply understands the legal issues relevant to large mining projects.

Her interest in mining and resources was first developed at Coalworks and Orpheus as a corporate lawyer and enhanced through her role at BHP Billiton Limited, where she was a specialist in the Energy Coal division.

Amber then joined Alinta Energy, managing the legal requirements for Alinta’s multiple power generation assets and projects across ANZ. This included negotiating power purchase agreements with various Tier 1 mining operators. Amber also helped support Alinta’s South Australian Leigh Creek Coal Mine operations.

In addition to her legal experience, Amber has benefited from regulatory and government experience, having worked for both the New South Wales Premier’s Cabinet and the House of Commons UK. Amber’s understanding of the internal workings of governments has helped her provide meaningful legal support to large mining projects.

Amber holds a Graduate Diploma of Legal Practice from the College of Law, a Bachelor of Laws (Hons) and a Bachelor of Economics (Social Sciences) from the University of Sydney.
